Semi-Perfect Cell is searching for Android 18 when Tien steps into a fight he has no realistic chance of winning. The point is not to defeat Cell. It is to stop him from moving.

Tien repeatedly fires the Shin Kikoho downward, hammering Cell into the ground long enough for Android 18 and the others to gain distance.
The Breakdown
