Lieutenant Kitsurubami is Amarao's second-in-command in the Bureau of Interstellar Immigration and generally the person who has to turn his warnings about Haruko and Medical Mechanica into actual field work.
She handles surveillance, weapons and mission information with considerably less drama than her commander. That makes her seem like one of the more functional adults in Mabase, although FLCL still refuses to let her remain completely outside the absurdity.
Kitsurubami initially treats Canti as a target and fires on him, then finds herself disarmed by how unexpectedly polite and gentle the robot can be. She also suffers spectacular nosebleeds around Naota's stranger N.O. manifestations.
Her role is small but useful: when Amarao's personal history with Haruko starts taking over the conversation, Kitsurubami is usually the one still trying to deal with what is physically happening in front of them.
