After Sasori's death, Tobi becomes Deidara's new partner and behaves like an incompetent junior member who needs supervision. Deidara treats him accordingly. The joke works because Tobi is actually one of the people directing Akatsuki from the shadows, meaning Deidara spends his final stretch in the organization partnered with a superior whose real identity, power and purpose are deliberately hidden from him.
What changed
The pair structure stays the same while the information balance becomes completely fraudulent. Sasori and Deidara argued as peers. Tobi lets Deidara believe he is the senior partner because the disguise is more valuable than the truth.
