Zetsu Is the Network Between the Cells

Zetsu fills a role the normal pair structure cannot. He travels through terrain, observes battles, carries information between distant members and removes evidence the organization does not want recovered. White Zetsu and Black Zetsu share one Akatsuki identity while serving very different purposes inside the story.
Why it matters
Akatsuki can scatter elite pairs across countries because Zetsu helps keep those pairs from becoming isolated islands. He is less a conventional combat partner than the connective tissue of the organization.

Black Zetsu Was Above the Plan Everyone Else Thought Was Final

The deepest deception is not Obito fooling Nagato. Black Zetsu had already altered the Uchiha Stone Tablet so that Madara would read the Infinite Tsukuyomi as the path toward salvation. Madara then shaped Obito around that belief, Obito used Akatsuki to assemble the required Tailed-Beast chakra, and Black Zetsu allowed every layer to keep moving because all of it was useful for restoring Kaguya.
Why it matters
Akatsuki is a chain of sincere motives being exploited by someone one level higher. Nagato believes pain can create peace. Obito believes the dream world can replace reality. Madara believes he discovered the answer himself. Black Zetsu needs all three beliefs to survive long enough to do the work for him.

Akatsuki Was Never One Simple Organization

The red-cloud Akatsuki seen through most of Shippuden is only one phase of the organization. Yahiko helped build the original group as a peace movement in Amegakure. After his death, Nagato reshaped Akatsuki around the belief that overwhelming pain could force the shinobi world to stop repeating its wars. Behind Nagato, Obito used the organization and its Tailed-Beast hunt for a different end entirely: reviving the Ten-Tails and advancing the Eye of the Moon Plan.
Why it matters
The same cloak and name conceal three different answers to the same problem. Yahiko wanted cooperation, Nagato wanted peace enforced by fear, and Obito wanted to escape the real world altogether. Akatsuki makes more sense once those goals are separated instead of treated as one master plan everyone understood.

Capturing a jinchūriki is only the field operation. The actual collection happens when Akatsuki gathers around the Demonic Statue of the Outer Path and extracts the Tailed Beast into it. Members can participate through projected forms rather than physically returning from every assignment, allowing the organization to keep widely separated cells involved in one central objective.
Why it matters
The statue is the point where a loose network of criminals becomes one organization. Members can have different motives and live in different places, but every successful hunt ends at the same machine.

White Zetsu Turns Identification Into a Battlefield

White Zetsu gives Obito the numbers to fight a continental alliance, but its more dangerous contribution is confusion. Once Zetsu units begin copying Allied chakra signatures and appearances, the war is no longer divided neatly into a front line and a safe rear area. Shinobi have to prove that the person beside them is actually who they appear to be.
What changed
Medical and support areas become vulnerable to an enemy that can imitate trusted allies. Naruto's ability to sense hostile intent after gaining control of Kurama's chakra becomes strategically valuable because it solves a problem ordinary identification methods cannot reliably solve.
