Do not only watch the size of the blast. Watch how freely Yusuke can use it, how much energy he has left afterward and whether he is firing from control or desperation.
Genkai's Spirit Wave style is not just a larger Spirit Gun. It is a system of controlling Spirit Energy through the body, which is why Genkai can use it for offense, purification and training.

The duel is intentionally uneven. Its purpose is not suspense over who wins. It is the final statement of the choice separating them. Genkai has accepted aging and passed her strength forward. Toguro preserved his body and spent fifty years trying to prove that was the better answer. He wins the fight and still cannot settle the argument.
The Dark Tournament spends almost forty episodes building to this fight, and Toguro still refuses to treat it like an ordinary final. He keeps increasing his percentage not simply to win but to force Yusuke past the restraint he believes is holding him back.
The Breakdown
Yusuke removes Genkai's Spirit Cuffs and still cannot match Toguro at one hundred percent. Toguro then appears to kill Kuwabara, deliberately creating the grief he believes Yusuke needs. The resulting Spirit Gun finally destroys him. Yusuke wins, but the method reveals how far Toguro was willing to go to manufacture the opponent capable of ending his life.
