Mukuro is one of the Three Kings of Demon World and the ruler who recognizes Hiei as someone shaped by the same language of pain she understands. She is among the most powerful demons alive, commanding a territory that can stand against Yomi and Raizen, but her personal history makes simple power a poor description of her. Mukuro endured extreme abuse and carries that trauma into the way she relates to everyone around her. Hiei becomes one of the few people who does not pity her or look away. She recruits him, tests him through Shigure and eventually faces him during the Demon World Tournament. Their connection is violent, strange and deeply personal, built less around romance in a conventional sense than two damaged people recognizing that the other survived something nobody else can fully translate.

Hiei's final major relationship works because Mukuro does not "fix" him. The two recognize damage in each other and begin from there.
Demon World is held in an unstable three-way balance between Raizen, Yomi and Mukuro. None of them is allied with the others, but none can simply attack without considering what the third ruler will do.
Raizen's long refusal to eat humans has left him starving and weakening. Yomi has built an organized political and military machine. Mukuro commands enormous power and is ready to move when Raizen dies. The balance therefore has an expiration date before Yusuke ever arrives.

The final saga is not about defeating one Dark Lord. It is about what happens when a power structure loses the person keeping the other two from going to war.
Raizen's death should trigger the war everyone has been preparing for. Mukuro is ready to move. Yomi has spent years building a state designed to survive that move. Yusuke's answer is ridiculous enough to fit him perfectly: let Demon World choose its ruler in a tournament.
The idea changes the conflict from armies deciding the future to individual fighters accepting the same public rules. Yusuke then pushes it further by suggesting the tournament repeat regularly rather than creating another permanent king.

The final saga returns to tournament structure on purpose, but this time the tournament is the alternative to slaughter instead of the machine producing it.
Kurama's match with Shigure forces him to decide what relationship he wants with Yoko, and he chooses to keep living as a human rather than treating Shuichi as temporary. Hiei's match with Mukuro is equally personal. He loses the fight but manages to break the shackles she still carries from her past.

The tournament resolves character arcs that raw victory could not. Kurama chooses a life. Hiei gives Mukuro something symbolic he understands better than a speech would ever communicate.

The Breakdown
Mukuro wins. Hiei's meaningful success is breaking the shackles tied to her past during the fight. The result fits both characters better than a simple upset would have. Hiei cannot erase what happened to Mukuro, but he can recognize the chain and destroy the symbol of it.
