Suzaku's Punishment Is to Survive as Zero

Suzaku spends much of the series treating death as atonement. Zero Requiem denies him that escape. Officially Suzaku dies in the final war; in reality he inherits the Zero mask and must live as the symbol protecting the peace Lelouch creates. Lelouch takes the death Suzaku wanted, while Suzaku receives the life sentence Lelouch's Geass had been forcing on him since R1.

Zero After Lelouch

Zero began as a disguise that let Lelouch act without exposing himself. By the finale the identity belongs to the world instead. Suzaku can wear the mask because people no longer need Zero to be Lelouch; they need Zero to represent resistance to tyranny. That transformation is the cleanest measure of how far the rebellion moved beyond the boy who invented it.

Turn 25 · The Parade

Lelouch stages his victory parade with political prisoners displayed beneath him, concentrating the world's anger into one public image. Suzaku appears as Zero and kills him in front of the crowd. Because the assassination is visible and symbolic, Zero instantly changes from the face of rebellion into the person who ended the Demon Emperor.
