Ishikawa is one of Section 9's primary cyber-intelligence specialists and the person most likely to already be buried in a network while everyone else is still discussing where to start.
He has military experience and can operate in the field, but most of his value comes from information work: tracing data, reconstructing digital histories, identifying connections between institutions and quietly building the intelligence that lets the rest of Section 9 move.
A surprising amount of SAC's investigative progress happens because Ishikawa finds the piece nobody else knew existed.
He rarely needs to dominate an episode. That is part of what makes him convincing. Section 9 works because not everybody is trying to be the hero of the operation, and Ishikawa is perfectly comfortable being the man who finds the thread that makes the whole case unravel.
