SAITO
His left eye is replaced by the Hawkeye system, an artificial eye capable of linking with satellites to support extremely precise targeting. Outside his cyberbrain and prosthetic left arm, he retains more natural body than most of Section 9, making him one of the unit's less extensively augmented members.
Saito is quiet, disciplined and rarely interested in explaining himself. He does not need much dialogue because the team already understands what he is there to do.
His history with Motoko is unusually direct. During an earlier war they met on opposite sides, and Saito's attempt to kill her ended with the loss of his eye and, eventually, his recruitment into the same unit.
Whether every detail of the story is exactly as Saito tells it is another question. The important part is that Section 9 contains people who were not always allies and learned to trust one another anyway.

The story is framed as Saito's own account, and the people listening are never required to accept every flourish as documentary fact.
Whether Saito embellishes the story or not, the point survives: Section 9 was built from people who once had very different loyalties.

The goal is not a normal arrest. Section 9 is being erased as an organization.
Section 9 does not win the battle. It survives long enough for Aramaki's larger plan to keep working.
