After Charles is gone, Lelouch does not dismantle Britannia and retire. He takes the throne, breaks the old aristocratic order, seizes control of the empire, and then deliberately makes himself the center of global hatred. The cruelty is part of the design. If every surviving faction can agree on one tyrant, his removal can become a shared beginning instead of another victory for one side.

Turn 25 · The Parade
Lelouch stages his victory parade with political prisoners displayed beneath him, concentrating the world's anger into one public image. Suzaku appears as Zero and kills him in front of the crowd. Because the assassination is visible and symbolic, Zero instantly changes from the face of rebellion into the person who ended the Demon Emperor.
