Protection as a Constraint
Misa gives Light enormous reach, but Rem changes the cost of using her. Rem makes it clear that if Light causes Misa's death, Rem will kill him. Light therefore cannot solve the problem the way he solves most problems. He has to keep Misa useful, alive and emotionally attached while staying ahead of L.
Why it matters
Rem's protection looks like a limit on Light. Eventually Light turns that same protection into the mechanism that removes L.

The false thirteen-day rule keeps Light and Misa safe only until L decides to test it. If the rule is proven fake, Misa becomes a suspect again and faces execution. Light has arranged the case so Rem sees only one way to protect her. Rem writes Watari's name and then L's, extending Misa's life and triggering the Shinigami rule that kills Rem.

Misa Amane enters the Kira case with something Light deliberately refused to buy: the Shinigami Eyes. Her tapes to Sakura TV announce a second Kira, and her ability to identify people by sight gives her a completely different operating style. She does not need Light's research network or patience. She needs a face.
What changed
The investigation is no longer one Kira against L. Light now has to control an ally who is more exposed, more emotional and in one crucial way more dangerous than he is. See

Higuchi Becomes the Yotsuba Kira

Corporate Kira · The Killings Continue Without Light
Light's relinquishment plan requires Kira to keep existing after Light and Misa lose their memories. Rem passes the notebook into the Yotsuba Group, where Kyosuke Higuchi begins killing for corporate advantage and personal ambition. The new pattern is cruder than Light's and eventually gives L's team something they can pursue.
Why it matters
The Yotsuba Kira is not a detour from Light's plan. He is the temporary owner Light needs so the investigation can prove the wrong version of Light innocent.
