Xia Yu Fan is Yu Lan's twin sister and the more visible Arm Slave threat in the second half of The Second Raid. After her sister's death, Yu Fan rejects Amalgam's attempts to control the situation and carries out Gauron's plan in Hong Kong, using a Shadow Arm Slave to create destruction that will draw Sosuke toward him. Her actions are driven by loyalty to her sister and teacher rather than any belief in Amalgam's larger goals. That distinction matters because Gates wants her eliminated almost as much as Mithril wants the crisis stopped. Yu Fan's rampage turns Hong Kong into the place where Sosuke's military obligations, guilt over Kaname and history with Gauron all collide at once.

How you can tell
Yu Lan attacks Kaname even though Leonard later describes her actions as outside Amalgam's interests. After Yu Lan dies, Yu Fan steals a Codarl-m and continues the Hong Kong operation tied to Gauron's plan.
Why it matters
The twins show what Gauron leaves behind even when he can no longer fight. He has turned two younger people into extensions of his own violence, and their loyalty ultimately destroys both of them.

Hong Kong is already politically unstable when Xia Yu Fan begins attacking both northern and southern forces with a stolen Lambda Driver-equipped Codarl.
The Breakdown
The destruction is designed to look like escalation between the two sides. Every attack makes retaliation more likely, and MITHRIL is working against a clock rather than simply hunting another Arm Slave.

Why it matters
The city is not incidental scenery. The plan works because one unidentified Arm Slave can exploit a political division that already exists.
The Second Raid shows that the Codarl family has moved beyond the single prototype threat Sosuke once associated with Gauron.
Gates pilots the improved Plan-1058 Codarl-i in Nanjing and Hong Kong. Xia Yu Fan later uses a stolen Plan-1059 Codarl-m, a model that demonstrates something even more worrying: Lambda Driver-equipped enemy Arm Slaves are becoming repeatable hardware rather than one-off monsters.
