Ludwig van Beethoven is the final and most important historical figure behind Ikkyu's plan. The I-jin are searching for the material needed to reconstruct his lost Death Symphony, a composition the OVA claims will drive those who hear it to suicide.
Beethoven himself is less a conventional villain than the living instrument required to complete the scheme. Ikkyu launches him aboard the rocket with an organ so the symphony can be performed and transmitted across the world.
That makes the climax wonderfully specific to R.O.D. Humanity is not threatened by a bomb or a giant weapon. It is threatened by a lost piece of music, a resurrected composer and an organization willing to turn cultural history into an extinction device. Yomiko stops the performance by destroying the organ strings before Beethoven can complete it.

The I-jin are recreated historical figures whose famous achievements have been exaggerated into superhuman abilities and pulp-science weapons. R.O.D brings back inventors, scientists, explorers, religious figures and artists, then turns whatever made each person famous into part of an action story.
Gennai Hiraga arrives with spectacular electrical weaponry. Jean-Henri Fabre commands insects. Otto Lilienthal takes to the sky. Genjo Sanzo is transformed through the imagery surrounding his legendary journey. Stephen Wilcox becomes part of the machinery supporting the I-jin fortress. Ludwig van Beethoven is revived because his music is the final weapon Ikkyu needs.

Destroying the I-jin fortress is no longer enough once the rocket launches. Yomiko reaches the final stage of Ikkyu's plan with Beethoven ready to perform the Death Symphony.
The Breakdown
The surviving Nancy arrives first and allows Ikkyu to believe she is his partner. Once she is close enough, she turns on him and kills him.
Yomiko reaches Beethoven before the performance can be completed and destroys the organ strings, stopping the Death Symphony itself.
With the plan broken, Yomiko prepares to escape the doomed rocket with Nancy. Nancy refuses to leave Ikkyu's body behind and remains aboard while Yomiko falls away to safety.

The OVA does not resolve its climax with one final boss fight. Three different choices stop the plan: Nancy deceives Ikkyu, Yomiko stops Beethoven's performance, and Nancy makes one last decision that Yomiko cannot make for her.
