Jean-Henri Fabre is an I-jin recreation of the French entomologist, transformed by R.O.D into a human extension of the insect world he studied. He attacks Yomiko in Jinbocho while pursuing The Undying Love, riding an enormous mechanical grasshopper and surrounding himself with insects.
Fabre also demonstrates that defeating an I-jin once does not necessarily settle anything. His insect-like nature includes a moulting cycle, allowing him to survive his first apparent defeat and return in another form.
By the assault on the I-jin fortress, Fabre has become one of the defenders Drake must fight without any supernatural ability of his own. Like the best of R.O.D's historical villains, Fabre is less an attempt at historical biography than a gleefully literal transformation of what the real person was remembered for.

Yomiko finds a rare German first edition of The Undying Love during one of her book-buying trips in Jinbocho. Hidden inside is handwritten music connected to Ludwig van Beethoven, which makes the book far more important than Yomiko realizes when she buys it.
Jean-Henri Fabre attacks almost immediately to take it from her, and the pursuit eventually expands into the British Library's investigation of the I-jin.

Why it matters
The book gives R.O.D a perfect starting point. The villains want what is hidden inside it. The British Library needs to understand why. Yomiko mostly wants everyone to stop trying to steal her book.

Historical Figures Recreated as Superhuman Operatives
The I-jin are recreated historical figures whose famous achievements have been exaggerated into superhuman abilities and pulp-science weapons. R.O.D brings back inventors, scientists, explorers, religious figures and artists, then turns whatever made each person famous into part of an action story.
Gennai Hiraga arrives with spectacular electrical weaponry. Jean-Henri Fabre commands insects. Otto Lilienthal takes to the sky. Genjo Sanzo is transformed through the imagery surrounding his legendary journey. Stephen Wilcox becomes part of the machinery supporting the I-jin fortress. Ludwig van Beethoven is revived because his music is the final weapon Ikkyu needs.
Nancy makes the idea more complicated. She is also an I-jin, derived from Mata Hari, but spends most of the story inside the British Library operation.
WHAT THE OVA DOES NOT EXPLAIN:
R.O.D gives enough information to understand that these people have been recreated and altered, but it does not provide a complete technical system for how every I-jin is made. The abilities are built around the historical figure, not around a detailed rulebook.

Episode 3 · I-jin Fortress · The Ordinary Man Gets His Fight
While Yomiko pushes deeper into the I-jin fortress, Drake is left fighting enemies built to operate far beyond ordinary human limits.

Jean-Henri Fabre returns after surviving his apparent defeat in Jinbocho, now fully matured and still armed with the insect abilities that made him dangerous the first time.
Stephen Wilcox is a different kind of opponent. He is physically integrated into the fortress machinery, making the engine room and its mechanisms part of the fight rather than confronting Drake as another conventional superhuman combatant.
Drake has none of the abilities surrounding him. He survives with firearms, experience and the willingness to keep fighting until the machinery around Fabre and Wilcox comes apart. The engine-room destruction kills both I-jin and helps bring the fortress down.
