The undisputed king of the wasteland and the ultimate anti-hero. Kazuma doesn't care about politics or the massive walled city controlling the region; he just wants to get paid and protect his patch of dirt. His Alter power encases his right arm in metallic armor, allowing him to launch devastating, propulsion-powered punches. Yelling "Shell Bullet!" at the top of your lungs was practically a rite of passage for any anime fan in 2001. He is raw, unrefined, and completely unbreakable.

Mujo is the final villain, but he is not the entire system. After Kazuma destroys him, the Mainland still sends refined Alter forces into the Lost Ground. Kazuma and Ryuho end up doing together what neither could imagine at the beginning: defending the same land from outside control.
Why it matters
The ending refuses the easy answer that one evil man caused everything. Mujo can die and the political relationship between the Lost Ground and the Mainland can still be broken.
The Great Alter Hunt Turns Containment Into a Roundup

Zigmarl does not launch the Great Alter Hunt because HOLY suddenly discovers one new threat. Pressure from the Mainland pushes the organization toward a broad capture operation against Native Alters across the Lost Ground. Kazuma and Kimishima respond by trying to organize people who normally have no reason to trust one another.
What changed
The fight stops being Kazuma versus whichever HOLY member shows up that week. The system starts treating an entire class of people as a population to be processed, and resistance becomes larger than Kazuma's personal refusal to be arrested.
