"Radical Good Speed!" Straight Cougar is quite possibly the coolest character in the entire show. He talks fast, reads books incredibly fast, and uses his Alter to turn his vehicles (and his own legs) into impossibly high-speed weapons. Though he works for the oppressive HOLY organization, his personal code and completely eccentric, free-spirited nature make him a bizarre mentor figure to both Kazuma and Ryuho. He brings an infectious, undeniable swagger to the wasteland.

Open page →Cougar can apply his Alter to machines or to his own body, turning speed into both transportation and a weapon. The ability fits him almost too perfectly: every problem becomes something that should already have been solved five seconds ago.
Why it matters
Cougar's speed is not only combat power. It is why he can move between factions, rescue people before plans close around them and keep acting independently inside an organization built on orders.

Straight Cougar is useful to HOLY because speed solves problems faster than bureaucracy ever can. That does not mean HOLY owns him. He helps Mimori, guides Kazuma, protects Ryuho and eventually opposes Mujo whenever the organization's orders collide with his own judgment.
Why it matters
Cougar demonstrates early that wearing the uniform and accepting the institution's worldview are two different things. Ryuho takes much longer to discover the same separation.

Mujo defeats Cougar and takes his Alter power, but that still is not enough to make Cougar stay down. He returns in Episode 24 and spends what he has left getting Kanami and the others out of Mujo's fortress while Kazuma and Ryuho finish their battles.
The Breakdown
Cougar's last contribution is completely in character. He does not need the final punch or the final speech. He needs to get the people who matter out of danger as fast as he possibly can. Earlier, he had already forced Kazuma out of the underground exile that was really fear wearing Kazuma's usual face.

Straight Cougar confronts Kazuma after the eight-month gap and refuses to let him keep hiding in the underground fighting circuit.
The Breakdown
Cougar uses Radical Good Speed to control the pace of the confrontation and keeps pressing until Kazuma is forced to engage seriously instead of simply surviving another paid fight. The result is not a clean tournament-style victory. Cougar gets what he came for: Kazuma starts moving again.

Kazuma looks like Kazuma after the time skip. He still fights. He still mouths off. He still refuses orders. But he has stopped going home. Kimishima's death has taught him the ugliest possible lesson: people close to him can die because of the fights he chooses.
Why it matters
His distance from Kanami is not proof that he stopped caring. It is the opposite. Kazuma tries to protect her by removing himself from her life, and Cougar eventually has to push him hard enough to admit that disappearing is not the same thing as protecting somebody.
