Her desperate, doomed alliance with HOLY and her inevitable clash with Kazuma brings a heavy, grounded emotional weight to the middle of the series.

Open page →Ayase manipulates water with Noble Tempest, an ability that becomes much more dangerous after Mujo's people refine her. The stronger version is exactly the kind of result Mujo wants: more output from the Alter regardless of what the process is doing to the person.
Why it matters
Ayase makes refinement personal. The system is not improving a weapon in a laboratory. It is exploiting somebody desperate enough to accept the bargain because her brother needs help.

Mujo inherits a system already willing to capture and refine Alter users, then removes whatever restraint was left in the process. Ayase and Biff return stronger because he has altered them. Captured users become experiments, weapons and stepping stones toward the Other Side.
What changed
Under Zigmarl, refinement is presented as the price of serving HOLY. Under Mujo, the person attached to the power barely matters. Alter ability becomes something that can be harvested.
