Jadeite's operations are broad because the Dark Kingdom's immediate need is broad: collect human energy for Queen Metalia. Jewelry stores, fitness schemes, radio broadcasts and other ordinary pieces of Tokyo become traps because crowds are efficient targets.

Usagi does not need to understand the Silver Millennium to stop any of this. At this stage she is basically protecting people from a supernatural extraction racket.
Why it matters
The small-scale beginning gives Season 1 somewhere to grow. The mythology gets more personal as the enemy learns what it is actually looking for.

Beryl turns the recovered past into another weapon

Recovering the past should reunite Serenity and Endymion. Instead, the Dark Kingdom takes Mamoru and returns him as an enemy.

That gives Beryl something more effective than another monster: somebody Usagi cannot emotionally reduce to a target.
Why it matters
Season 1 keeps making knowledge hurt. Learning who Mamoru really is does not solve the romance; it tells Usagi exactly what she is losing when he is taken away.

The Breakdown
Devastated but resolute, Princess Serenity confronted Queen Beryl (fused with Queen Metalia). Supported by the spirits of her fallen Guardians, Usagi unleashed the full uninhibited power of the Silver Crystal, purifying Metalia at the cost of her own life before the Crystal granted a global reincarnation reset.

The Dark Kingdom begins by draining human energy for Queen Metalia. As the season develops, the Seven Rainbow Crystals become another route toward the Legendary Silver Crystal.

Those goals overlap but they are not the same thing. Early attacks are often about feeding the Dark Kingdom. Later operations become increasingly focused on the Princess, the Crystal and the buried history of the Silver Millennium.
What changed
Season 1 starts with Usagi stopping isolated energy schemes and ends with both sides understanding that the real conflict began long before any of them remembered it.
