Aristocratic, iron-spined, runs an extralegal vampire hunting operation with the composure of someone raised specifically to do this. Lights cigars in crisis situations. The show establishes her authority over Alucard in the first episode and never backs down from it, which is exactly the correct decision. She is not the most powerful person in the room in any physical sense and she does not need to be.

Integra's Authority Over Alucard

The cleanest explanation of Alucard's allegiance in the 2001 series comes from Integra's childhood flashback. Cornered by her uncle Richard, young Integra awakens Alucard beneath the Hellsing estate. She refuses to submit to him even when she has every reason to be terrified, and Alucard answers by recognizing her as his master. The relationship is not presented as a technical spell diagram. It is authority, inheritance and mutual recognition made personal.

Authority Over Alucard · 2001 TV Presentation

The 2001 TV series presents Alucard as a vampire whose power is deliberately restrained under Hellsing authority. Integra can authorize deeper releases when ordinary force is no longer enough, but the show never needs the later franchise's giant battlefield-scale Level Zero spectacle to make the point. In this version, the restrictions matter because they make Alucard's obedience to Integra visible: the strongest thing in the room still waits for her permission.
